Overview

Following the approval of a Reserved Matters application for the first phase of development in May 2018, Linden Homes is now preparing proposals for the second phase of development at the former Blue Mountain Golf Club. As you are likely to be aware, the site received outline planning permission in June 2016, which granted planning consent for 400 additional new homes. This will be delivered separately by both Linden Homes and Bloor Homes.

Linden Homes will deliver 114 homes of the 400. This will come forward in two phases. Linden Homes’ Reserved Matters proposals for the second phase of development (which this newsletter relates to) seeks to develop the site with an attractive mix of 68 homes. The Reserved Matters application seeks permission for the design details of layout, scale, appearance and landscaping that were reserved for future agreement by the Council. This newsletter provides an update of the construction of Phase 1 and gives an overview of the proposals for Phase 2.

The Proposals
Linden Homes’ Reserved Matters application for the second phase of development seeks permission for:

  • An attractive mix of 68 new homes, comprising:
    • 9 x 2 bed homes
    • 22 x 3 bed homes
    • 21 x 4 bed homes
    • 16 x 5 bed homes
  • The overall site will deliver 25% affordable homes in accordance with the outline planning permission.
    • 70% will be affordable rent; and
    • 30% Shared Ownership.
  • A total of 187 parking spaces across phase 2, equating to an average of 2.8 spaces for every home. This is in accordance with the Council’s parking requirement.

An attractive mix of 47 new homes, comprising:

  • 2 x 1 bed homes
  • 8 x 2 bed homes
  • 21 x 3 bed homes
  • 11 x 4 bed homes
  • 5 x 5 bed homes

Of the 114 homes across Linden Homes’ first and second
phase 25% are proposed to be classified as affordable
housing, of which:

  • 70% will be affordable rent; and
  • 30% Shared Ownership

A total of 125 parking spaces across the first phase, equating to an average of 2.7 spaces for every home. This is higher than the Council’s parking requirement.

Benefits

The development of this scheme would deliver a number of important benefits to the local community and Bracknell Forest Council, including:

  • Financial contributions towards local services and infrastructure through the Community Infrastructure Levy. This is likely to be circa £485,000 for Linden Homes’ first phase of development.
  • On site community open space and open space to include a children’s playground.
  • Significant investment into the local economy through the development of the site.
  • The provision of much needed affordable housing for local people.
  • A development of 114 homes would result in New Homes Bonus payments to Bracknell Forest Council totalling circa £40,600 over a four year period. This money is provided un-ringfenced.
  • The creation of a number of new jobs during the construction period. A development of 114 homes would require a workforce of 171 people*.
  • Opportunities for local people seeking apprenticeships in the building industry.
  • Highly energy efficient homes using the fabric first approach, helping to reduce the cost of utility bills.
